Export the raw PIA database

Returns a raw export of the company's PIA database.

TODO: document the response shape, how it differs from GET /pia, and what it is
meant for (backup, migration, support). Note that companyId is int32 here while
every other endpoint declares int64, confirm whether that is intentional.
